According to the National Road Safety Authority (NRSA), the encroachment of road pavements and infrastructure by traders and hawkers in the Greater Accra Metropolitan Area is a significant factor in pedestrian knockdowns. The NRSA reports that pedestrian accidents account for 33 percent of deaths from reported road crashes. Data indicates that between 1991 and 2025, 20,988 of the 63,599 total road crash deaths involved pedestrians. Traders frequently occupy walkways and bus stops, forcing pedestrians onto the road and causing commercial vehicles to park on road shoulders. Areas such as the Central Business District, Kaneshie, Madina, and the Graphic Road are noted for these obstructions. Under the Road Traffic Regulations, 2026 (L.I. 2519) and the Road Traffic (Amendment) Act, 2025 (Act 1153), selling or displaying goods on pedestrian walkways is an offence punishable by a fine or imprisonment. The NRSA has initiated stakeholder engagements with the Ghana Highway Authority, the police, and local assemblies to address the issue.
