The National Identification Authority (NIA) says its Biometric Verification Taskforce will begin full nationwide enforcement from 2 November 2026 against institutions that photocopy or visually inspect Ghana Cards for identity checks.
According to Graphic Online, the enforcement is under the National Identity Register (Amendment) Regulations, 2026 (L.I. 2523), which require institutions to use the NIA Identity Verification System Platform rather than photocopies or visual inspection.
Under the regulations, photocopying or visually inspecting a Ghana Card for a transaction is a criminal offence, with no exemptions, the report said.
Institutions found culpable face a fine of 500 to 2,000 penalty units on summary conviction. At the current penalty unit value of GH¢12, that is GH¢6,000 to GH¢24,000 for corporate bodies. Individuals who break the regulations face fines of GH¢600 to GH¢6,000.
The NIA urged all institutions that verify identities to join the verification platform immediately to avoid prosecution.
No enforcement action or prosecution under the regulations has yet been reported.
