The Office of the Attorney-General has concluded that the late Executive Secretary of the Civil and Local Government Staff Association of Ghana (CLOGSAG), Dr Isaac Akuetteh Bampoe Addo, and former CLOGSAG President Benjamin Otoo cannot be held criminally liable over a GH¢500,000 withdrawal from the union's account.
Two former officers, Ernest Tagoe and Emmanuel Acquah, had accused the pair of forging a letter to cut the account's required signatories from four to two before the money was withdrawn in April 2024.
A November 2025 CID report found that National Executive Council members had individually agreed to the mandate change on 22 April 2024. It found GH¢499,620 of the money was accounted for, largely on May Day celebrations.
In a letter dated 16 April 2026, the Attorney-General's Office found no evidence of stealing or forgery and said the two should be discharged.
Dr Bampoe Addo died in August 2026.
