The National Road Safety Authority (NRSA) has called on the Motor Traffic and Transport Department (MTTD) of the Ghana Police Service to arrest and prosecute people who refuse to use footbridges, as it steps up measures against road crashes and deaths.
According to Graphic Online, NRSA Director-General Abraham Amaliba made the call on 28 October 2026 at the launch of the Safe Crossing, Safe Lives pedestrian safety campaign at Madina Zongo in the La Nkwantanang Madina Municipal Assembly area of the Greater Accra Region.
“Where there are no footbridges, there will be no justification to arrest anyone, but where there are footbridges, and you refuse to use them, you must be prosecuted,” Mr Amaliba said, adding that the MTTD should work with metropolitan, municipal and district assemblies to enforce compliance and clear traders from pedestrian walkways.
Under Section 154(3) of the Road Traffic Regulations, 2012 (L.I. 2180), a pedestrian who fails to use a footbridge or underpass where one is provided commits an offence. Section 154(10) provides for a fine of not more than five penalty units, up to seven days' imprisonment, or both, on summary conviction.
The campaign, an initiative of the Greater Accra Regional NRSA, targets high-risk locations including Adentan, Madina, Lapaz and Weija. The NRSA says pedestrian knockdowns account for 33 per cent of deaths from reported road crashes.
Graphic Online's analysis of NRSA statistics shows 63,599 people died in road crashes in Ghana between 1991 and 2025, about 20,988 of them in pedestrian knockdowns.
The report did not say when any enforcement operation would begin, and no arrests under the campaign were reported.
