Ghana has been upgraded to Tier 1 in the United States Department of State’s 2026 Trafficking in Persons Report, the highest assessment level. This advancement acknowledges Ghana's improved efforts in investigating trafficking cases, prosecuting suspects, and securing convictions. The Tier 1 classification indicates that Ghana meets the minimum standards for eliminating human trafficking. According to the report, Ghana investigated 222 human trafficking cases in 2025, including 83 sex trafficking and 132 forced labour cases. In the same period, 212 suspected traffickers were prosecuted, leading to 28 convictions. These figures represent an increase in prosecutions compared to 2024. The report also highlighted Ghana's international cooperation, which led to the identification and repatriation of 756 foreign trafficking victims. However, the report noted inadequate shelter capacity, particularly for adult victims, and concerns regarding the capacity of law enforcement to investigate cyber-enabled trafficking. Some courts also reportedly lack judges and prosecutors trained to handle trafficking cases.
