According to the Office of the Special Prosecutor, the Tamale High Court has convicted former Northern Development Authority CEO Sumaila Abdul-Rahman, former Deputy Chief Executive in charge of Operations Stephen Yir-Eru Engmen, former Deputy Chief Executive in charge of Finance and Administration Patrick Seidu, and A&QS Consortium Limited Chief Executive Andrew Kuundaari. The convictions follow procurement irregularities involving the Infrastructure for Poverty Eradication Programme. While the court cleared the defendants of direct corruption charges, it found them guilty of conspiracy and influencing procurement processes for unfair advantage. The presiding judge opted against custodial sentences, citing the lack of financial loss to the state and the advanced age of two defendants. Instead, the court imposed fines of 1,000 penalty units for each count, with default prison terms of four years per count if the fines remain unpaid. The legal proceedings were initiated following a complaint by legal practitioner Martin Kpebu.
