Mahama Ayariga, who is also the Majority Leader, believes the government must focus on creating stable jobs.
He pointed to the recent situation where many potential recruits were turned away.
This situation, he explained, shows a gap in the planning for job opportunities.
Mr Ayariga made these remarks during a parliamentary session.
His comments came in response to a point raised by the Minority Leader, Alexander Kwamena Afenyo-Markin.
